Health Technical Manager

The role

We are currently looking for Health Technical Manager based in Vientiane Capital

Role Purpose

The Project Manager’s role is to give effective and efficient technical support and supervision to ensure the implementation of health and nutrition activities of the Country Office under the direction of the Head of Sector.

Key responsibilities of Health Technical Manager broadly fall into two main streams of (1) implementing and monitoring assigned project activities at the national and central level using technically appropriate methods, in good coordination with MoH and development partners,  (2) project management, including obtaining planning, budgeting, monitoring and reporting, as assigned. The post-holder will be expected to represent the team in meetings with target audiences, development partners, and MOH and actively contribute to the project permissions process (MOUs).

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.


Ensure they and their partners fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.

Conduct themselves and ensure their team conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.

That child safeguarding is integrated and given a “voice” in all management processes including recruitment, induction, performance management, team meetings, annual planning processes, field level monitoring, etc.

The main duties and responsibilities of HT Manager include:

Project management

  • Under the guidance of Head of Sector and sometimes in coordination with other CO health and nutrition staff, provides oversight of coordination and communication relevant government partners to ensure smooth, effective and successful implementation of  projects.
  • Develop quarterly operational plan (activity and budget) with support of Head of Sector and team members, based on the agreed project implementation plan and relevant documents.
  • Ensure timely planning, monitoring and reporting; and quality implementation of the project activities to ensure timely achievement of deliverables.  
  • Compile Monthly Progress data from targeted health facilities and activities, assist with development of technical resources to support project outputs.
  • Ensure all required information/data and documentation is in place and made available periodically.
  • Responsible for maintaining the project files; both hard and soft (electronic) versions ensuring all relevant project documentation is kept on file and regularly updated.

Technical Leadership

Support improvement of quality nutrition and health care services at two central hospitals (Mahosot and MCH hospital) by:

  • Substantially provide inputs and participate in design and development of training programs, including guides, materials for health care providers.   
  • Monitor the technical quality of activities implemented by partners as part of the program as EENC, EENC+, BFA,…. 
  • Oversee the setting up of a breastfeeding support room/family area that includes supporting IEC equipment and materials at target hospitals.
  • Support protection, improvement, monitoring and enforcement of national codes of marketing of breastmilk substitutes at the target hospitals
  • Updated Breastfeeding Model Hospital assessment criteria and procedure to accordance with the regional model.
  • Pilot and expand mother experience survey as part of hospital quality monitoring at 2 central hospitals.
  • Implement, supervise and monitor the implementation of Center of Excellence for Breastfeeding activities at two central hospital
  • In collaboration with MEAL team conducting the baseline survey to improve the MIYCN practices.
  • Advocate for SCI-supported best practice and technical approaches at key sectoral working groups and MOH meetings
  • Provide technical assistance to SUN Civil Society networks to build advocacy and communications capacity and implement joint strategies.
  • Represent SCI projects at MOH and line ministry meetings.
  • Contribute to project implementation reports as assigned.
  • Perform other tasks assigned as appropriate.

Financial management

  • Under direction of Head of Sector, develop workplan, and activity report and ensure activity budget requests are prepared and submitted to support on-time implementation.  
  • Ensure the validity of all documents completed by partners (financial documents).


  • Masters degree in public health, community development or a related field


  • Clinical medical qualification (nurse, midwife, or doctor) and 3 years experience in public health

Experience and Skills

  • Minimum 5 years of progressively responsible relevant experience implementing Maternal Child Health and Nutrition programming in Laos.
  • Good understanding of current MOH strategies and systems.
  • Knowledge of breastfeeding, early essential new-born care, breastfeeding counselling, and maternal and child nutrition preferred.
  • Proven ability to build strong relationships with local government and  health providers.
  • Good communications skills, patience, diplomacy, willingness to listen and respect for beneficiaries. Training and public speaking experience will be an asset.
